Ex-NASA chief James E. Webb dies at age 85 cian, at working with Congress, but also had a knack for communicating with engineers and technical experts, even though he wasn't one himself.

Webb had a low public profile. He didn't go to space launches and had others at the agency do most of the news conferences. Typical of his style, he stepped down mere months before the moon landing, preferring to let the new president, Richard Nixon, choose his own man. Webb's deputy was running the agency at the time of the lunar landing, but it was Webb who had put all the pieces in place. Webb was born in Granville County, N.C., graduated from the University of North Carolina and studied law at George Washington University.

He joined Sperry Gyroscope Co. in Brooklyn, served with the Marine Corps and joined a Washington law firm after World War II. President Truman named him director of the budget bureau in 1946. America's first manned space flight took place during his tenure. So did the first orbital flight by John Glenn and the first walk in space by Edward White.

When President Kennedy committed the country in 1961 to putting a man on the moon by the end of the decade, Webb's job was to push the space program to attain that goal. He did it, with five months to spare. Neil Armstrong stepped on the moon on July 20, 1969. Webb was a business executive and lawyer who served under three Democratic presidents.
